Borough Council Meeting Minutes Summary

Call to Order & Attendance

  • Meeting called to order at 7:00 p.m. by President Sean Burke.
  • Quorum present: Council members Sean Burke (President), Brady Leahey (Vice President), Jeffrey Ketner, David Jacobs, Clay Gingrich, Walter Kalista III, and William Kitt.
  • Also attending: Borough Manager Ethan Imhoff, Secretary Patricia J. Duron, Solicitor Nathan Karn, Mayor Joseph Dodson, Fire Marshal Amy Hazlett, Chief Christopher Storm.
  • Absent: Melanie Ramsey (Community Relations), Stacy Wert (Finance Director), Andrew Holodnik (Community Development).

Pledge of Allegiance

Led by President Burke, followed by a moment of silence.


Executive Session

Held at 6:30 p.m. in Council Chambers to discuss personnel matters.


Approval of Previous Minutes

  • November 14, 2024 minutes approved unanimously (7–0) on motion by Mr. Leahey, seconded by Mr. Kalista.

Reports

Manager’s Report (Ethan Imhoff)

  • Rick Pope, Public Works Director, retiring end of month.
  • Updates on ARPA Funds and H2O grant for stormwater management.

Chief of Police Report (Christopher Storm)

  • Presented November department report.

Fire Marshal Report (Amy Hazlett)

  • Two-month report; advised residents to shovel snow away from hydrants.

Mayor’s Report (Joseph Dodson)

  • Extended holiday greetings.

Public Comment

Shawn Leydig (407 Beaver Street)

Discussed:

  • Borough plow trucks
  • Sidewalk grants
  • Shade tree removal
  • Winterfest tree lighting colors downtown
  • Patronizing local businesses

Elda Boose (141 Bedford Street)

Expressed gratitude for involvement in Gaysport Stormwater Management project.

  • Mr. Kitt raised issue regarding East side stormwater mitigation project.

Resolutions & Motions Passed

Resolution No. 2024-39: Consent Agenda

Approved unanimously (7–0) on motion by Mr. Kalista, seconded by Mr. Jacobs:

  • Bill list #12 totaling $292,386.05
  • Approval of Two Certificates of Appropriateness with Conditions for:
    • 314 Wayne Street
    • 1011 Allegheny Street

Resolution No. 2024-41: Conditional Use Approval for Great Comission School

Passed unanimously (7–0) on motion by Mr. Gingrich, seconded by Mr. Kitt.

Borough Sidewalks Grant Program

Grant monies will continue to be available in 2025.

Gaysport Stormwater Update

November 21st open house event was well attended.

East Side Stormwater Update

Borough will apply for PennVEST project funding in next round.

Resolution No. 2024-40: Blight Committee Members

Passed unanimously (7–0) on motion by Mr. Kalista, seconded by Mr. Leahey. Appointments:

  • William Kitt (Borough Council) — 3 years, expires 12-31-27
  • Randy Manning (County Redevelopment) — 3 years, expires 12-31-27
  • Andrew Holodnik (Borough Staff) — 3 years, expires 12-31-27
  • Chad Repko (Planning Commission) — 3 years, expires 12-31-27
  • Ellen Miller & Kevin Sommers (Resident Members) — 3 years each, expire 12-31-27

Budget Adoption

Motion 2025-1: Adopting the 2025 Budget

Passed unanimously with two minor changes:

  • Adjustment to Fund 30
  • Addition of $250 for White Street property purchase
    Motion made by Mr. Leahey, seconded by Mr. Gingrich.

Resolution No. 2024-42: Setting Real Estate Tax Rate

Passed unanimously on motion by Mr. Kalista, seconded by Mr. Jacobs.

Resolution No. 2024-43: Act 511 Taxes

Passed unanimously on motion by Mr. Leahey, seconded by Mr. Ketner.

Resolution No. 2024-44: Adopting 2025 Borough Fee Schedule

Passed 6–1 on motion by Mr. Ketner, seconded by Mr. Kitt.


Other Updates

401 Garber Street Update

Mr. Holodnik discussed status of dangerous structure remediation work.

Comprehensive Plan Update

Update given on process to adopt new comprehensive plan.

Resolution No. 2024-25: Naming Roadway in 6th Ward

Passed unanimously (7–0) on motion by Mr. Leahey, seconded by Mr. Kalista:

  • Roadway named “Hunt Club Drive”
  • American Legion driveway into park named “General Soyster Drive”

Resolution No. 2024-45: Borough Council Meeting Schedule

Passed unanimously on motion by Mr. Leahey, seconded by Mr. Kalista.

Resolution No. 2024-46: PVFD Local Share Assessment Grant Application

Passed unanimously on motion by Mr. Leahey, seconded by Mr. Gingrich.

Civil Service Commission Letter

Notification received of updated police officer eligibility list. Accepted unanimously on motion by Mr. Kalista, seconded by Mr. Ketner.


Award Bid for Gaysport Stormwater Project

Awarded to Kreiger Excavating for $492,376. Motion by Mr. Gingrich, seconded by Mr. Leahey — all voted in favor.


Fireworks Permit Application

Approved 6–1 on motion by Mr. Kalista, seconded by Mr. Ketner.


Ordinance: Amusement Devices and Licensing

Adopted unanimously (7–0) on motion by Mr. Leahey, seconded by Mr. Kitt. Roll call vote confirmed all seven council members voted “yes.”


Resolution No. 2024-49: Appointments to Boards and Commissions

Passed unanimously (7–0) on motion by Mr. Leahey, seconded by Mr. Kalista.
