Hollidaysburg Sewer Authority Meeting Minutes (August 12, 2024) The Hollidaysburg Sewer Authority held its regular meeting on August 12, 2024, at 5:00 PM in the Borough Council Chambers. Chairman Regis Nale presided over the session. Attendees Present: James Burke, James Fitch, Carol Gale, Randall Manning Also Present: Frank Hicks, Jr. (Director of Wastewater Operations), Dan Beyers (EADS Group), Jessica Oswald (Recording Secretary) Key Decisions & Actions Minutes Approval The July 8, 2024 meeting minutes were approved unanimously. Motion by Mr. Manning, seconded by Mr. Fitch. Reports Engineer’s Report: No additional items to add to the agenda. Treasurer’s Report: A new finance director has been hired and will attend the next meeting. Management Report: Outlined in the agenda packet provided to members for review. Public Comments & Petitions None received. Unfinished Business No unfinished business was discussed. New Business Resolutions Passed Unanimously Resolution S-2024-08A Approved pay requests and change orders for the Hollidaysburg Sanitary Sewer Line Separation & Improvements Project, Phase III. Specifically approved PENNVEST Payment Request No. 7 for reimbursement of $434,181. 01. Discussion noted leftover funds from the project; Mr. Hicks tasked with investigating possible uses for remaining money. Resolution S-2024-08B Certified conveyance and treatment capacity for the Francesco D’Ottavio Property Subdivision Project located at 322 Robin Drive, Frankstown Township, Blair County, PA. Issued a capacity assurance letter for the subdivision project. Resolution S-2024-08C Certified conveyance and treatment capacity for the Mattern Woods Graystone Development Project in Blair Township, Blair County, PA. Issued a capacity assurance letter for the development project. Resolution S-2024-08D Approved Right-Of-Way Agreement for acquisition of certain rights-of-way associated with the Hollidaysburg Berwind Road Sanitary Sewer Installation Project. Authorized officers to execute the agreement on behalf of the Authority. Resolution S-2024-08E Directed solicitor to proceed with condemnation proceedings under Pennsylvania’s Eminent Domain Code. Goal: Obtain real property interest for the property located at 308 Penn Street, Hollidaysburg, PA. Resolution S-2024-08F Authorized Chairman to execute a Utility Relocation Abbreviated Incorporated Work Reimbursement Agreement. For minor adjustments of sanitary sewer manholes within the boundary of the S. R. 0036 Paving Project. Requests for Payment and Requisitions (Resolution S-2024-08G) Approved payments totaling: Hollidaysburg Area Sewer Authority: $228,850. 40 Paid Invoices: $430,370. 80 Additional payment approved: Jessica Oswald, Recording Secretary: $50. 00 Adjournment Meeting adjourned at 5:29 PM.
