Hollidaysburg Sewer Authority Meeting Minutes (April 11, 2022) The Hollidaysburg Sewer Authority held its regular meeting on April 11, 2022, at 5:00 PM in the Borough Council Chambers. Chairman Regis Nale called the meeting to order. Attendees Authority Members Present: James Burke, James Fitch, Carol Gale, Ralph Miller Also in Attendance: Frank Hicks, Jr. (Director of Wastewater Operations), Jim Gehret (Borough Manager), Jessica Oswald (Recording Secretary) Key Decisions and Reports Minutes Approval The March 14, 2022 meeting minutes were approved unanimously on a motion by Mr. Miller, seconded by Mr. Fitch. Engineer’s Report No report was submitted. Treasurer’s Report Borough Manager Jim Gehret noted that water and sewer bills will look different for a few months due to new supplier materials. Management Report Mr. Hicks provided an update on properties left to be brought into compliance in Phase I and II project areas. Public Comments and Petitions No public comments were received. Unfinished Business None to discuss. New Business Resolution S-2022-04A: Denial of Sewer Charge Deduction Request Property: 421 Wayne Street Issue: Request to deduct sewer charges for excess water usage. Decision: Staff confirmed the excess water entered and was treated in the sewer system. The request for a credit was denied unanimously on a motion by Mr. Fitch, seconded by Ms. Gale. Resolution S-2022-04B: Treatment Capacity Assurance for Hummingbird Daycare Facility Location: Blair Township, Blair County, PA Decision: Staff determined sufficient capacity exists to accept additional flow. The resolution approving the treatment capacity assurance statement was passed unanimously on a motion by Mr. Burke, seconded by Mr. Miller. Resolution S-2022-04C: Engineering Services Agreement for Phase III Contractor: EADS Group Project: Sanitary Sewer Improvements Project – Phase III Decision: The agreement between the EADS Group and the Hollidaysburg Sewer Authority was approved unanimously on a motion by Ms. Gale, seconded by Mr. Burke. Resolution S-2022-04D: Approval of Payments and Requisitions A motion by Mr. Miller, seconded by Mr. Fitch, approved the following payments: Hollidaysburg Area Sewer Authority: $302,756. 97 Paid Invoices: $258,417. 27 Jessica Oswald (Recording Secretary): $50. 00 The motion passed unanimously with no objections. Additional Discussion Topics Responsibility for laterals from curb to house in Phase III of the project. Ownership of the storm sewer. Status of the MS4 program. Other Items Correspondence: Included with the agenda for review. Executive Session: None held. Adjournment The meeting was adjourned at 5:32 PM on a motion by Mr. Burke, seconded by Mr. Fitch.
