Borough Council Meeting Minutes Summary (April 14, 2022)
The Hollidaysburg Borough Council met on Thursday, April 14, 2022, at 7:00 PM in the Council Chambers. President Joseph A. Pompa called the meeting to order and led the Pledge of Allegiance and a moment of silence.

- Borough Manager James Gehret reported that audit work is complete; formal report expected June/July.

- Mr. Harbison announced a zoning hearing later in April.
Community Relations & Events
- Hometown hero banners campaign concluded successfully.
- Annual Allegheny Street Cruise scheduled for June 3, 2022.
Fire Marshal Report
- Fire Marshal Amy Hazlett received child abuse clearance and began fire prevention programs for Hollidaysburg schools.
Mayor’s Report
- Mayor Dodson thanked the police department for outstanding service.
Public Comment
- Regis Nale (Hollidaysburg Watchdog): Discussed sidewalk repair costs burdening families.
- Joe Addink (Republican Tea Party): Spoke about Second Amendment and proposed Intergovernmental Agreement.

Resolution No. 2022-15: Consent Agenda
Approved unanimously (7-0):
- Bill List No. 4 totaling $71,529.26 for accounts payable.
- Four Certificates of Appropriateness approved:
- 304 Wayne Street – Replace siding with dark gray/black board and batten metal (Brandon Montero).
- 213 Walnut Street – Install metal roof over existing shingles (Zach Beckel).
- 420 Penn Street – Repair soffit & fascia with matching paint (Suzanne Jones).
- 422 Allegheny Street – Repair steps and install rod iron hand railing (Joseph Keller).
Resolution No. 2022-16: Second Amendment Sanctuary Agreement
Passed 6-1 (Mr. Leahey opposed):
- Declares Hollidaysburg a “Second Amendment Sanctuary.”
- Prohibits use of taxpayer resources to enforce post-November 2, 2021 legislation infringing on citizens’ right to bear arms.
- Based on referendum question approval under 53 Pa C.S.A. §2306.
Resolution No. 2022-17: Land Development Plan Extension
Approved unanimously (7-0):
- Extends conditional/preliminary approval for Hollidaysburg Area School District’s maintenance building at 1510 N. Montgomery Street.
Other Discussions & Actions
Dangerous Structure Investigation (211 Allegheny Street)
- Owner granted one month to remedy issues. Motion passed 7-0.
Proposed Comcast Cable Franchise
- Council agreed to proceed with negotiating a cable franchise agreement with Comcast.
Name a Roadway
- Approved naming Pullman Drive for Everett Rail Company’s private road. Passed 7-0.
ARPA Funds
- Consensus to take deduction on grant funds totaling $596,000.
Dream Restaurant Parking Spaces
- Approved request by owner Mr. Peters to add outdoor seating and reduce parking spaces by two. Passed 7-0.
Executive Session
- President Pompa announced an executive session at 7:40 PM; no return to regular meeting.
