Meeting Overview The Martinsburg Borough Council held its regular meeting on Monday, August 4, 2025, at the municipal building. The session began at 7:00 p. m. with a prayer by Richard Brantner, Jr. , and the Pledge of Allegiance. Attendance: Present: Mayor Richard A. Brantner, President P. Robert Dickson, Vice-President Edward L. Bennett, Pro-Tem Charles E. Kensinger, Councilmen James C. Dell and Darin B. Meck. Absent: Neil Gartland and Mark Gartland. Other Attendees: Borough Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Justin Davis, Attorney Nathan Karn, and representatives from Hollidaysburg Ambulance. Financial Reports Minutes Approval: The minutes from the July 7, 2025 meeting were approved unanimously. Bills and Checks: The list of bills for July 2025 (check nos. 11811-11849) was approved. The total amount was $76,739. 52, which included $40,000 in transfers to the Reserve Fund. Insurance Dividend: The council received an insurance dividend check from the Teeter Group in the amount of $2,780. 78. Departmental Reports Ambulance Service: Nicole Nagle of the Hollidaysburg Ambulance Association reported 64 calls in July for Martinsburg Borough and North Woodbury Township. They provided 100% ALS coverage for the month. Police Report: Chief Justin Davis reported 108 complaints handled in July (two fewer than the previous month). He noted that operations during parade week went smoothly with little to no incidents. Borough Manager Report: July 8: The Agricultural Parade had a good turnout. July 9: Borough crews arrived early to clean sidewalks and operate the street sweeper after the parade. July 17: Manager Brantner attended a regular meeting of the Martinsburg Municipal Authority. July 21: Manager Brantner completed an online Flagger Training class, which is valid for three years. Attorney Report: Nathan Karn had no report to present. Upcoming Events and Business Library Board Appointments: The council appointed Lisa Logan (term expiring June 30, 2028) and Lennae Trotter (filling a vacancy ending June 30, 2026) to the Library Board for the Martinsburg Community Library. Fire Company Event: The Martinsburg Volunteer Fire Company will hold a Chicken Barbeque on September 6, 2025. Budget: Pink copies of the first draft of the 2026 Budget were included in the agenda. Ambulance Committee: Manager Brantner will schedule a meeting with the Ambulance Committee and Hollidaysburg Ambulance representatives this month. The meeting adjourned at 7:19 p. m. following a motion by James Dell and a second by Darin Meck. An executive session regarding personnel matters was scheduled to follow immediately.
