Zoning Sign Regulations for Hollidaysburg, PA

This document outlines the rules and permitted sign types for various zoning districts in the Borough of Hollidaysburg. Key to Zoning District Abbreviations

The following abbreviations are used throughout the tables:

  • CR: Conservation/Recreation
  • R-1: Single Family Residential
  • R-2: General Residential
  • R-3: General Residential
  • PR: Planned Residential
  • RB: Residential/Business
  • C-1: Professional/Business District
  • C-2: Community/Business District
  • C-3: Highway Commercial
  • I-1: Limited Industrial
  • I-2: General Industrial

Sign Permit Status Codes

  • A: Allowed without sign permit
  • S: Allowed only with sign permit
  • N: Not allowed

Table A: Permitted Signs by Type and Zoning District

This table details which sign types are allowed (A or S) or not allowed (N) in each zoning district.

Freestanding Signs

  • Residential (a): Allowed without permit in most residential and business districts; not allowed in I-1 & 2.
  • Other: Allowed with permit in CR, HR, C-1, C-2, C-3; not allowed in R-1, R-2 & 3, PR, RB, I-1 & 2.
  • Incidental (b): Allowed without permit in all districts except R-1, R-2 & 3, PR, RB (where it’s allowed with permit).

Building Signs

  • Banner: Allowed with permit in HR, C-1, C-2, C-3; not allowed in CR, R-1, R-2 & 3, PR, RB, I-1 & 2.
  • Building Marker (d): Allowed without permit in all districts.
  • Canopy: Same as Banner — allowed with permit in HR, C-1, C-2, C-3; not allowed elsewhere.
  • Identification (c): Allowed without permit in all districts.
  • Incidental (b): Allowed without permit in CR, HR, C-1, C-2, C-3; allowed with permit in R-1, R-2 & 3, PR, RB.

Marquee and Projecting Signs

  • Marquee: Allowed with permit in HR, C-1, C-2, C-3; not allowed in CR, R-1, R-2 & 3, PR, RB, I-1 & 2.
  • Projecting: Same as Marquee.
  • Residential (a): Allowed without permit in CR, HR, C-1, C-2, C-3; allowed with permit in R-1, R-2 & 3, PR, RB; not allowed in I-1 & 2.

Roof and Wall Signs

  • Roof / Roof, Integral: Not allowed in any district except C-2 (allowed with permit).
  • Suspended / Temporary (f) / Wall / Window: Allowed with permit in HR, C-1, C-2, C-3; not allowed in CR, R-1, R-2 & 3, PR, RB, I-1 & 2.

Miscellaneous Signs

  • Banner (b): Same as Building Banner — allowed with permit in HR, C-1, C-2, C-3; not allowed elsewhere.
  • Flag (g): Allowed without permit in all districts.
  • Portable: Not allowed in any district except C-3 (allowed with permit).

Special Conditions

  • (a) No commercial message allowed unless it draws attention to an activity legally offered on the premises.
  • (b) No commercial message legible from off the lot is allowed.
  • (c) Only address and name of occupant allowed on sign.
  • (d) May include building name, date of construction, or historical date; must be cut/etched into masonry, bronze, etc.
  • (e) No commercial message of any kind allowed on sign.
  • (f) Conditions of §507(10) apply.
  • (g) Flags must comply with U.S. Congress protocol for Stars and Stripes; non-compliant flags are treated as banner signs.
  • (h) Portable signs may be freestanding if permitted under temporary sign rules (§507(10)).

Table B: Maximum Total Sign Area Per Lot by Zoning District

Limits total square footage of signs (excluding incidental, building marker, and identification signs):

  • CR, R-1, R-2 & 3: Max 20 total square feet; no linear frontage allowance.
  • PR, RB: Max 100 total square feet; no linear frontage allowance.
  • C-1 & 2, C-3, I-1 & 2: Max 150–200 total square feet; 1 sq. ft. per linear foot of street frontage allowed.

Note: Lots with multiple street frontages get signage allowance for each, but cannot exceed single-frontage limits on any one side.

Table C: Number, Dimensions, and Location of Individual Signs by Zoning District

Specifies size, height, setback, and quantity limits for freestanding and building signs.

Freestanding Signs

  • Area: 15 sq. ft. in CR, HR, R-1,2 & 3, PR; 24 sq. ft. in RB; 100–120 sq. ft. in C-1, C-3, I-1 & 2.
  • Height: 8 ft. in CR, HR, R-1,2 & 3, PR; 12 ft. in RB, C-1, C-3, I-1 & 2.
  • Setback: 10 ft. in CR, HR, R-1,2 & 3, PR; 12 ft. in RB, C-1, C-3, I-1 & 2.
  • Number per foot of frontage: Not applicable in CR, HR, R-1,2 & 3, PR, RB; 1 per 200 ft. in C-1, C-3, I-1 & 2.

Building Signs

  • Area: 2 sq. ft. in CR, HR; 15 sq. ft. in R-1,2 & 3, PR; 40–120 sq. ft. in C-1, C-3, I-1 & 2.

These regulations ensure consistent signage control across Hollidaysburg’s zoning districts while allowing flexibility for commercial and residential needs. Residents should consult local authorities before installing signs to confirm compliance with current codes.
