Overview
This document is the official Assessment Appeal Form for the Blair County Board of Assessment Appeals. It serves as written notification for property owners who wish to contest their property's assessed valuation.
Filing Deadlines
- Annual Appeals: Must be filed on or before August 1st.
- New/Revised Assessments: Must be filed within 40 days of the new or revised assessment.
- Submission Method: The form must be received or postmarked by the deadline to the Blair County Assessment Office (423 Allegheny St, Suite 041, Hollidaysburg, PA 16648). Untimely appeals will be rejected.
Required Information
To complete the form, the appellant must provide:
- Parcel # and Control #
- Recorded Owner(s) Name
- Mailing Address
- Location of Property Subject to Appeal
- Municipality (Borough or Township) and Acres
- Property Type (Residential/Agricultural/Vacant Land OR Commercial/Industrial)
- Current Assessment Amount Appealed
- Appellant’s Opinion of Market Value
- Reason(s) for filing the appeal
Evidence and Documentation Requirements
- Copies: Four (4) copies of all documentation/evidence must be submitted to the Board ten (10) days prior to the scheduled hearing.
- Retention: The Board may retain documents, and they may not be returned.
- Commercial/Industrial Specifics: Appellants of rental/commercial/industrial parcels must submit evidence related to:
- Leases
- Income and expense statements for the past three years
Hearing Procedures
- Notification: Written notification of the hearing date will be postmarked no less than 20 days in advance.
- Rescheduling: Hearings will not be rescheduled.
- Representation: If the appellant cannot attend, an authorized representative may attend on their behalf. An "Affidavit to Appoint a Personal Representative" must be completed and presented at the hearing. This form is available at www. blairco. org and the Assessment Office.
- Absence: Failure to appear on the scheduled date and time will result in the appeal being considered abandoned.
Declaration and Signature
- The appellant must declare that the statements made are true and correct.
- False statements are subject to penalties under 18 Pa. C. S. section 4904 (unsworn falsification to authorities).
- The appellant acknowledges that the assessment may be re-evaluated and could result in a higher, lower, or unchanged valuation.
- Signatures: All signatures must be original. Electronic or typed signatures are not accepted.
- The form requires the Appellant Name, Signature, Date, and Daytime Phone #.
