Meeting Overview The Williamsburg Borough Council held its regular meeting on Monday, April 7, 2025. The session was called to order at 7:00 p. m. by Ed Patterson. Council Members Present: Ed Patterson Paula Hamilton Bruce Hamilton Karyn Shaw Jim Price Mathew Webb Ted Hyle Others Present: Adam Hauser, Myranda Isenberg, Natalie Gorsuch, Scott Bush, Marcus and Jenna Hughes, and Steven Reckart. Public Comment & Property Issues Several residents addressed the council regarding property maintenance and construction issues. Ellis Property (Unsafe Structure): Scott Bush raised concerns about an unsafe structure on the Ellis property. Council discussed Borough Ordinance #238, which allows the borough to remove dangerous structures after five days' notice. Decision: The council voted to have CCIS send a letter to the property owner regarding the lack of maintenance. Additional Note: Council member Ted Hyle suggested the property could be deemed "blighted," which would allow the borough to receive grant money for removal if the owner voluntarily turns the property over. Steven Reckart (Garage Construction): Reckart requested permission to build a new, smaller garage in the same location as his old three-stall structure. The existing structure sits 3–4 feet from the alley, whereas new buildings are required to be 30 feet away. Decision: The council approved the request via a land use permit, allowing him to build in the same spot. Marcus and Jenna Hughes (Stormwater Project): The couple expressed concern about access to their property during upcoming stormwater work on Pine Acres. They noted they were not notified when a driveway was previously blocked. Response: Council member Lansberry confirmed that PennDOT is responsible for notifying residents. Council member Hyle promised the borough would make efforts to prevent future access issues. Pothole Repair: Hughes asked if he could fix a pothole on Pine Acres. Lansberry confirmed this is allowed since it is a private road. Financial & Administrative Reports Treasurer’s Report: The council approved the Treasurer’s Report for March and ratified bills and payroll in accordance with Resolution #2018-2. Police Purchase: Chief Hauser requested approval for a one-time purchase of $245 for Windows profile transfer software. This will allow officers to use both computers in the police office, rather than just one. Decision: Motion carried to approve the purchase. YOBACO Audit: The council accepted the findings of the 2024 audit. Borough Manager Updates Virginia Helsel (Chickens): Virginia Helsel was issued a 30-day notice to remove chickens from Pine Acres Drive, as they are prohibited under Ordinance #238. She has indicated her doctor will provide a letter stating the chickens are for emotional support. Basketball/Pickleball Court: Residents requested converting one basketball court to pickleball. The council declined this request because both courts are heavily used for basketball in the summer. The topic will be revisited at the May 5th meeting. CD Renewal: The council voted to move all borough CDs to PennCrest Bank. They also decided to renew at a maximum term of two years with staggered terms so they do not all mature at the same time. Weidig Dinner Tickets: The council recommended against selling tickets for the Weidig family's benefit dinner, as the event is not affiliated with the borough or fire department. WAID Donation: The borough received a letter confirming a $5,000 donation from WAID to be received in August. SCCBA Meeting: The South-Central Counties Boroughs Association meeting is scheduled for May 22, 2025, at Marzoni’s in Duncansville. Council members wishing to attend must RSVP by May 12. Cenveo License Agreement: The council is waiting for feedback from Cenveo regarding changes made by Nathan Karn to a license agreement granting borough access to the roadway leading to the Penelec property. Parades: The council approved the Memorial Day (May 26, 2025) and Veteran’s Day (November 11, 2025) parades as requested by the Legion. Penelec Property Grants: No updates were provided regarding grants for the Penelec property. Government Domain Email: Chief Hauser stated that changing the domain email would not work for the police department. Amy Morris Hearing: The result of the hearing was a $100 fine for Amy Morris. She is selling the property with closing on April 28, 2025. Lansberry recommended that water service not be turned back on until foundation repairs are made.
