Meeting Overview The regular meeting of the Martinsburg Borough Council was held on Monday, April 4, 2022, at the municipal building. The meeting began at 7:00 p. m. with a prayer by Richard Brantner, Jr. , and the Pledge of Allegiance. Elected Officials Present: Mayor Richard A. Brantner President P. Robert Dickson Vice-President Durban D. Metzler Pro-tem Charles E. Kensinger Councilman Edward L. Bennett Councilwoman Janet E. Blattenberger Councilman James C. Dell Councilman Darin B. Meck Other Attendees: Manager Richard Brantner, Jr. , Secretary/Treasurer Jane Staily, Chief Kerry Hoover, Lt. Justin Davis, Attorney Matt Gieg, State Representative Jim Gregory, State Representative Candidate Trish Haight, and Anna Baughman of the Morrisons Cove Herald. Key Discussions & Reports State Representatives Jim Gregory: The current State Representative was present to fulfill his promise to visit municipalities. He is running for reelection and requested support. Trish Haight: A Republican candidate for State Representative for the 80th District introduced herself. Financial & Administrative Reports Minutes: The minutes from the March 7, 2022 meeting were approved unanimously. Financials: Secretary/Treasurer Jane Staily presented the Financial and Treasurer’s Reports for March 2022. Bills: The list of bills for March 2022 (checks 10637-10664) totaling $78,307. 51 was approved. This amount includes a transfer of $58,000 to the Reserve Fund. The motion passed unanimously. Mayor’s Report: Mayor Brantner thanked Representatives Gregory and Haight for attending. Police Report Chief Hoover reported that activity is increasing due to nice weather. Regarding a question about dog leash laws, Chief Hoover clarified that state law requires owners to have control of their dogs, which does not strictly mandate a leash. However, the borough does have a local ordinance regarding dog noise. Borough Manager Report (March Activities) Manager Rich Brantner reported on the following activities: Mar 12: Plowed snow and drifting snow. Mar 15: PADEP conducted a water inspection regarding paperwork and record-keeping. Mar 22: Rob Dickson completed ICS 100 testing. Mar 22: Attended a cyber-attack briefing organized by the FBI and other organizations. Mar 23: Mailed cards for the 2021 Annual Drinking Water Report. Mar 24: Borough crew swept streets and intersections. Mar 28: Attended the W. Gene Henry Memorial committee meeting. Mar 29: Attended a Pennvest meeting regarding the Curryville interconnection with Martinsburg. Apr 1: Mailed flyers for Spring Cleanup Day to residents. Decisions & Motions W. Gene Henry Memorial The bronze plaque was picked up on March 23, but the granite will not be ready until June at the earliest. The committee has met its $10,000 fundraising goal for the plaque and granite but needs additional funds for placement and landscaping. Four potential sites were reviewed, but no final decision was made to allow council more time to view the locations. A decision is expected next month. Municipal Building Sidewalk Project Council approved a sidewalk on the Walnut Street side of the municipal building property, regardless of where the memorial is placed. The project is estimated to cost under $11,500 (the threshold for requiring bids). Motion: Council authorized Manager Richard Brantner, Jr. , to seek a contractor for the sidewalk project. Funding: The project will be paid from the Reserve Fund. Outcome: The motion passed unanimously. Spring Cleanup Date: Saturday, April 23, 2022. Time: 9:00 a. m. to 2:00 p. m. Location: Borough garage site. Volunteers are asked to arrive by 8:30 a. m. ; food and drink will be provided. Park Activities (July) A list of activities for July was included in the packets, including: Jul 8: Bargain Days Jul 8 & 9: Martinsburg Fire Company Ox Roast Jul 11: Council Meeting Jul 12-16: Cove Carnival Jul 12: Ag Parade and Fireworks Jul 15: Fireworks Jul 16: Boosters Chicken BBQ Agricultural Parade A motion was made to allow streets to be closed for the 2022 Agricultural Parade on July 12, 2022. Condition: Subject to the Morrisons Cove Memorial Park obtaining necessary PennDOT permits. Outcome: The motion passed unanimously.
