Meeting Overview The Tyrone Borough Council held its regular monthly meeting on Monday, May 11, 2026, at 7:00 PM in the Municipal Building. The meeting began with an invocation by Carl Schmidt and the Pledge of Allegiance led by Mayor Harlow. Attendance: Present: Council members Robert Dollar, Sarah Hunter, Debbie Kann, Ken Patterson, Bridgette Gill, William Wiser, and Mayor Harlow. Absent: Councilmember Tammy Wills. Public Comment Several residents addressed the council regarding community concerns and requests: Tyrone Rotary Club: Olivia Nelson and Chase Burke requested permission to install train play equipment at Railroad Park. The Council approved the request, noting that the Rotary Club will cover all costs and use pressure-treated lumber. Tyrone Improvement Group: Elizabeth Detwiler requested permission to use Reservoir Park for the "2026 Lights in the Park" event. She requested: Use of the park on December 4, 5, 6, 11, 12, 13, 18, 19, and 20. Permission to invite vendors to use Pavilion #1 and the parking lot near the playground. Permission for local non-profits to sell food and use the concession stand area. Use of restrooms for the event. A $2,500 donation from the Borough. Parking Concerns (Sixth Street): Mary Wiser and Deb Shawley spoke regarding parking on Sixth Street. Ms. Wiser opposed a proposal to prohibit parking on one side of the street, citing hardship for long-term residents and noting that emergency vehicles navigate the street without issue. Ms. Shawley agreed, stating that since dumpsters were removed, traffic flows well and there is no reason to restrict parking to just one side. Police Conduct & Parking: Rhonda Holland raised concerns about a parking enforcement officer allegedly violating traffic laws and not wearing a helmet. She also inquired about the status of a criminal complaint regarding child welfare handled by an officer and asked if there is a time limit for the handicap parking space in front of the Borough building. Procedural Suggestions: Robert Emigh and Chris Svendson suggested improvements to the public comment process, including allowing questions before votes on agenda items and providing resolutions to the public in advance. Mr. Svendson also suggested a long-term town improvement plan and discussed managing truck traffic. Administrative Actions Approval of Minutes: The minutes from the April 13, 2026 meeting were unanimously approved. Financial Reports: The financial reports for the period ending April 30, 2026 (Account Balance Report, Statement of Revenues and Expenses, and Cash Disbursement Journal) were unanimously approved. Bid Award: The Borough accepted bids for Polyelectrolyte (polymer), a chemical used at the sewer plant. Nuisance Complaint: Council member Gill asked about a nuisance at 1050 Pennsylvania Avenue. Code Enforcement Officer Steve Hanzir reported that a garden had been placed on Borough property.
